That is not what Rossi says.

He told Essen and he told me unequivocally that the mini-Rossi devices are
copper on the outside with a stainless steel cell inside. The water flows
around the walls of the stainless steel cell, between the steel and the
copper. Yes, I mean the ones shown in the Essen report. I clipped out the
photos and sent him one to be sure we are talking about the same thing.

Ed Storms finds this difficult to believe.

As far as I know, he has always used stainless steel cells. Or at least, all
recent cells have been steel. We should probably add that as Item 13.
