Yes, we have too much of the same 'denial mentality' here, but even in
Texas, the wind lobby was making progress against the oil-heads before
budgetary problems set in. ROI is ROI and even oil gets subsidies.

However, the most alarming statistic in the piece, if it is accurate and not
an aberration - should be easy to check on: "the 350ft turbine outside
Reading... performed so poorly (working at only 15 per cent of its
capacity)"... 

If this statement is false, then editor needs to be forced into a public
retraction. If it is true, then one wonders how prevalent is the underlying
mistake or data error - and how could a "boffin" as you Brits like to call
them - make such a miscalculation prior to the enormous investment? 

Is there an actual figure for all of England on the percentage of capacity
which is achieved in practice to compare against the prior projected
percentage which was used to justify the investment?
