The business model in the defense and energy field is making money. Unless a substantial profit can be turned, defense contractors and their government controllers blindly pursue the buck.
Priorities are set by the Secretary of energy: Chu. Even POTUS follows his lead. If some cold fusion expert like Jed where the Secretary of energy, I think things would change in defense and energy.
