A cold fusion power reactor would be left in stand-by mode I think. There is no need to turn it all the way off to save fuel, obviously. You might want to turn it off to reduce wear and tear on the glycol pump and other components. The 4 minutes was quoted in their blog, by the spokesperson. - Jed
