  P = (6.371x10^6 m)^2 * Pi * 0.3 * (1 W/m^2) = 3.8x10^13 W

The above should be:


 P = (6.371x10^6 m)^2 * Pi * 0.3 * (1 kW/m^2) = 3.8x10^16 W

This puts HAARP about 7 orders of magnitude less.
