Ah, but they did, in fact, summarily reject them. So that memo was telling P.O. staff how to identify and collect them so they could be more conveniently rejected.
Perhaps they get so many silly and bad applications from whackoes that they need a form letter!
They have received patent applications from dozens of distinguished experts worldwide. They have rejected them all without review. These applicants are not wackos in my opinion. Perhaps you would consider them wackos, but I do not.
How about you show us a strong application for a legitimate and obviously functional device that was rejected and what was done about it?
F&P, 1989. Nothing was done about about any of the rejections. What could be done?
