They are probably based on the notion that a larger percentage of driving will
be pure electric, thus decreasing the amount of gasoline consumed during any
given trip.
I think this 26 km distance is worst case.
Their system can use the energy released during braking to recharge the batteries and this does substantially reduce fuel consumption.
