According to Steven Krivit of New Energy Times:

Today, Dario Braga, director of scientific research at the University told New 
Energy Times that the University waited long enough. It terminated the contract 
because Rossi did not fulfill his agreement to make the first progress payment.

In a recent ecat.com video interview [1], Rossi stated that a joint work with two unnamed universities for E-Cat core technology research and development would have started soon. The University of Bologna, evidently, is not one of them.
