I thought they were considering a small but conventional reactor, similar to
those used in nuclear subs. Because it's in an unmanned drone, the shielding can
be significantly less. The only real danger to humans would be before and after
landing. Because it has such an enormous range, it can happily take off and land
anywhere on Earth (i.e. area 51 ;). Of course if it gets shot down over enemy
territory, then the locals contaminate themselves as punishment for shooting it
down :^)
