More on the LeClair effect

Consistent with Rydberg matter, these clusters demonstrate magic numbers.
These magic numbers describe clusters with a specific number of molecules
that in an otherwise smooth intensity mass distribution show up in higher
abundance than their neighbors. For protonated water clusters the most
apparent magic numbers show up at cluster sizes of N = 21, 28 and 55
molecules.

The positive charge accumulated by these water based Rydberg clusters comes
from thermionic emissions of electrons over time.

I reference this paper to show the theoretical foundation of the water
clusters found by LeClair in his experiments.

LeClair was not seeing things that cannot exist but were in fact real stuff
that has been seen before; This weird stuff is really water clusters formed
as Rydberg matter, having a high positive charge and are produced by
condensation of water molecules around positive oxygen ions in plasma.

Identically to what happens in gas based dusty plasma reactors as typified
by those created by Rossi and DGT, I offer this mechanism of coulomb
barrier masking through positive electrostatic charge concentration as an
alternative explanation for the cold fusion reactions seen in water based
cold fusion F&P reactors including the Brillouin energy reactor.
