SEC. 3119. LIMITATION ON AVAILABILITY OF FUNDS FOR INERTIAL CONFINEMENT 
FUSION IGNITION AND HIGH YIELD CAMPAIGN.

    (a) Limitation- Except as provided in subsection (b),
of the funds 
authorized to be appropriated by this Act or otherwise made available for 
fiscal year 2013 for fusion ignition under the Inertial Confinement
Fusion 
Ignition and High Yield Campaign, not more than 50 percent may be 
obligated or expended until the date on which--

        (1) the Administrator for
Nuclear Security certifies to the 
congressional defense committees that fusion ignition has been achieved
at 
the National Ignition Facility at Lawrence Livermore National Laboratory; 
or

        (2) the Administrator submits
to such committees a detailed report 
on fusion ignition, including--

            (A) a
thorough description of the remaining technical 
challenges and gaps in understanding with respect to such ignition;

            (B) a
plan and schedule for reevaluating the ignition program 
and incorporating experimental data into computer models;

            (C)
the best judgment of the Administrator with respect to 
whether ignition can be achieved at the National Ignition Facility, as 
designed on the date of the report; and

            (D) if
funding being spent on ignition research as of the date 
of the report were applied to life extension programs--

               
(i) a description of such programs that could be 
accelerated or otherwise improved; and

               
(ii) how such funding changes would affect the stockpile 
stewardship program.

    (b) Exception- The limitation in subsection (a) shall
not apply to the 
Z machine at Sandia National Laboratories or the Omega laser system at
the 
University of Rochester.
