BTW there is more to the story than this, if we consider recent happenings
in Europe in the context of moving a technology forward in a scientific
manner. 

Under the category of "Hot Cat Fail" and the stunning blow that it gives to
the clown show in Zurich, there is a further irony... yet it involves having
to "hold one's nose" in order to defend Rossi. But we need to ask: is it not
noteworthy in itself - that the Swedish company balked at an investment
based on COP=6, but yet still was convinced that Rossi has at least COP=2 ?

Not defending AR, since he is his own worst enemy but: From a detached
viewpoint, this is like the Swedish company saying, "never mind that this
device violates CoE (conservation of energy - at least ostensibly) and never
mind we live in part of the World where it will be getting very cold soon,
the bottom line is that we do not want this technology because ... hmm....
even though it does violate the Laws of Thermodynamics by a factor of two,
we are only interested if the violation is to a much greater extent"... 
(than a mere doubling of the input energy)

In the context of the ARPA-E story, there is a message here. 

The message is that the genius Rossi, over one year ago had already lined up
superb former connections in the USA - with the LTI staff with which he had
a long association and who are a former high-level DoE executives, and who
had all the right connections to secure millions from DoE for continued R&D
with "only" a showing of COP=2, yet Rossi chose to ignore this pathway, in
favor of a commercial path, thinking he could get far more money if all he
had to do was show substantially more gain than he was getting at the time. 

Bizarre... I agree with Robert Lynn: "I wish Rossi would just disappear, he
is currently little more than a LENR saboteur."
