as far as I've read, the system changent recently in Italy, to match others, so it might be misintepreted today.
Dottore Magistrale seems to be the title of Master Degree, and the tittle of PhD students. It seems as far as I've found, that "in filosofia" refer really to philosophy study in Milan, not to the obsolete term "Ph" of PhD... So Rossi seems to have a Master Degree in philosophy of Science, which might not be the most technical diploma to run an energy lab... It might be nice to run a start-up company in a paradigm changing technology, or even better to run a journal of science... Anyway, at that level, with motivation, everybody can learn from books and colleagues.
