I think it is an electrodynamic effect and has nothing to do with water anomalies.

The castor oil bridge would appear to have somewhat different characteristics. While both bridges may at least partly be electrostatic, there are a good few measurements that appear to show that there is probably something anomalous going on as well. Elmar Fuchs gave an entertaining update of progress at the water conference in Vermont again this year. We also had Mark LeClair there for good measure.
