This sort of system is active; active is bad, but a completely passive reactor shutdown process is entirely possible. The nuclear industry in the west will not build such a system because it is not a light water reactor. The Indians will use sodium heat pipes for passive reactor cool down. This is possible because the Indians use liquid lead as a coolant.
