Lawry, I agree such a statement is required and I have created many variations. Such a statement is only effective when it is targeted to a particular audience. Obviously, a Congressman requires a different approach compared to an educated scientist. Consequently, a variety of statements is required. The basic problem is that no explanation is accepted by everyone in the field and most explanations are too complex to be understood by the average person. Without an explanation, no one can be expected to accept the claims without a long justification - too long for most people to read and understand. As a result, I have concluded the field has reached a dead-end.

We need to achieve a censuses in the field and we need more data, especially the kind that would test a theory. This kind of effort requires money and a rational plan to spend it. We are presently missing the rational plan. As evidence, note that everyone who will comment about my opinions expressed here will have a different opinion and a different approach. If I were a person wishing to invest money, I would have to decide which person I should believe? Presently, the decision is made based on a claimed successful production of heat. This choice does not require a statement - it only requires only demonstrations, which are underway.

As with any expected senior level resignation, a "short-list" of candidates already exists, plus a list of outliers who have been recommended by respected people outside the administration. The outgoing Secretary may also have made a recommendation or two.

The first step is to figure out who is on the short list, then see if anyone who is an effective spokeperson for the LENR community has a connection and access to people on the short list. This could be direct acquaintance, or through organisations that people on the short-list belong to.

But the key thing is to have a refined, succinct, and effective message to deliver regarding LENR. This initiative has to be carried out at a professional level, for there are many others who will be trying to do the same thing regarding their own areas of interest.
