I have always believed that LENR is caused by an accumulation of electrons that are localized in a small space whose collective charge would screen the coulomb barrier of nearby atoms.Here is the most promising scheme that I have come across so far; it goes as follows: The empty space BETWEEN the Nano rods projecting out of a micro-particle or the crack in a metal lattice becomes the home of electrons that accumulate there and are localized within that space.
