That makes sense. I think a carbon tax would be a good solution, since
electric cars do produce some CO2, the amount depending on where they are
charged.

A carbon tax would not work in Washington state. Electric cars there
produce little CO2, since they get most their electricity from hydro and
nuclear power. See:
