I do not see how the technology can profitably be banned without it simply being used solely by organized crime and rogue states. Controlling it will be like trying to push down water. I suspect that society will have to adapt to it by becoming a little more big-brotherish -- for example, keeping careful databases of the relevant parts inventories and and their global movement.
