Rationalization. Everyone wants to see a bigger effect, whether it takes more material or not. It's not that hard to make it safe, and the scaling can be gradual. Instead, as the experiments improve, and the artifacts get smaller, believers find they have to use less material so the artifacts will represent higher *relative* power. It's not convincing anyone.
