I found it while doing a google search for time-dependent strong force. This search was motivated by my model of the nucleus as a non-Newtonian fluid. The properties of such fluid vary with the rate of change of an applied force. From estimates based on such models, the corresponding Coulomb force due to the intrinsic charges then becomes two orders of magnitude larger than that due to the conventional net charge.
