I believe this is sonofusion, similar to what almost got Taleyarkhan deported. Quoting one of the articles:
"Respected scientists within the council can ensure that the institute’s strategic choices are scientifically sound." In other words, science is a popularity contest and no one will be allowed to try anything new, different, or anything the majority does not approve of. For the record "respected scientist" is an oxymoron. Any real scientist is more despised and feared than respected. - Jed
