He is not generally credited with inventing the laser but in 1956 Dicke filed a patent entitled "Molecular Amplification Generation Systems and Methods" with a claim for an infrared laser. Townes usually gets the credit, but his patent was not filed until 1958. B.V. Zhdanov has done extensive work on potassium lasers, so we know this is possible. There is a pretty good chance that the Rossi HotCat is a resonant IR device using potassium stimulated emission, which may involve superabsorption and superradiance.
