There is another partial solution -- hard-to-remove serial numbers on all
specialized parts that go into the making of drones, including amateur
ones, and comprehensive tracking of the supply chains and inventories.
 This would make it straightforward to work backwards to a store where
parts were purchased and perhaps even a transaction and a credit card
number.  It could result in a significant loss of privacy and anonymity.
