This is the worst kind of scam: the "exposed scam" scam. Immediate tip-off - numerous sites set up to promote the device by first claiming to expose that it is really a scam - but then shifting gears and saying that in fact, the device works as claimed.
Disgusting crap. There are a number of these that popped up with hydrogen add-on systems. Somehow they pay or fool google into to putting the "exposed scam" site first - in hopes that consumers are really as dumb as Barnum says. Barnum was right.
