 I don't think Puthoff ever actually demonstrated a working model.

Well, a guy from the University of IL who was, in the 70s, messing around
with plasma tubes trying to produce vector potential transmissions ended up
off in some isolated mountains tinkering away for decades.  He has,
however, kept in touch with a friend of mine whose late father taught the
would-be inventor electrical engineering.

Second-hand: This week he reported success for the first time.
