The physicist Moore predicted way back in 1970 that this should happen if the virtual photons are allowed to bounce off a mirror that is moving at a speed that is almost as high as the speed of light. That is interestingly at odds with SR, all mirrors are moving at near the speed of light relative to some reference frame, and if all reference frames are equal then it should not require the mirror to move and differently. This indicates that the quantum particles aren't popping up with a random velocity relative to the Lab reference frame, but that they are relatively stationary relative to the Lab reference frame which requires the mirror to move.
