One small detail which makes a hoax less likely can be seen in the shipper's request for deck storage, despite the added storm risk. This implies that the shipper did not want to present an industrial spy with an easier opportunity to open the container and steal one of the E-Cat units. That kind of theft would have been easier to pull off below deck, since there is a clear view of deck containers from the pilot house. A hoaxer probably would not have added that detail to a forged document. This does not prove anything, except that the document probably does represent the shipment of a container which was deemed to be higher value for theft, even assuming the added risk of bad weather.
