Electrons are dipole-like oscillations of the vacuum. One must keep in mind that the presence of other electrons (dipole-like oscillations) which are in the same atom, or in neighboring atoms, all mutually influence each other's 3D orientation. and the oscillators are somewhat free to rotate in 3D on their center which is where the cone-points come together.
