Africa was not in the midst of a flu epidemic so they were able to screen for flu like symptoms as a trigger for quarantine. Moreover your assertion that there are discernible differences between this season's flu symptoms and those of early stage Ebola is not only reckless, the aforelinked CDC guidelines provide nothing in the way of such criteria.
