not, maybe but I wan't some more meat. Doesn't it depend if light get's through from the inner tube but the heat radiation is insulated within. Of cause if the layer is thin or if it conduct heat well the inner and the outer has pretty much the same temperature and hence the argument is moot, not sure about the details, only that I can speculate that he has a point in argument but probably not in real performance.
