About Lugano test I have heard an interesting argument about the emissivity
controversy.

Someone said simply that what the IR cam measure is the IR radiation, and
that whatever is the emissivity from the IR cam result you have an estimate
of the  radiated heat...
then the error in emissivity cause only an error in temperature, which
cause an error on convection...

I am quite skeptical on that argument, as
- the IR energy measured is only done in a given bandwidth 74.5-13um, and
depending on the temperature the energy received may not be proportional to
the whole energy radiated

- maybe the IR cam don't measure the energy, but the photon count, or the
slope of energy (the color), and this hypothesis is false...



however even if probably it is wrong, it may be approximatively true, and
error in emissivity may cause a second order error in emitted power, not
something as big as the emissivity error itself.
