Sorry not to reply sooner... Clearly this is a failure of documentation. I'm going to update the manual to document the config file format and how to set up a world server. Also, assuming you're using the Windows binary setup and not compiling from source, I don't think the current Windows installer doesn't includes any demo files (which it really should). I will see to correcting that and I'll let you know when it's done.
