Neither does the kernel - if that's what you're asking?! We would very much like to help you, but you have to provide us with more information. The reason why you "can't install VOTCA" is most likely a missing package (in your case probably mercurialy aka hg). If you encounter an error in your installation process, please post all commands you entered and all output to the group. It'll be much easier to solve your issue.
