Gromacs 4.6 and VOTCA 1.3 are both end of life and haven't received
any bug fixes for a while.
So making any study based on these versions seems more than a bit risky.
Nevertheless, if you really want an older version you can get it by:
$ ./build.sh --prefix ${prefix} --release 1.3 tools csg
(see <https://github.com/votca/csg/wiki/Installing#specific-version>)
However, you have been warned!!!

I have CC'ed Dimitri from Ubuntu maybe he is able to bump VOTCA to 1.4
in Ubuntu or at least make 1.3 work.
