Sure, you can either use xmodmap or you can edit the keucode table by hand.
The latter approach will even work for broken apps like Netscape.
Assuming that you use the default keymap, the file you need to edit is
/usr/X11R6/lib/X11/xkb/keycodes/xfree86.
