I used PHP a year and half ago (roughly). I was just starting to play
around with web technologies. I started learning it and at the time it
seemed to be a poor-man's version of perl. It seemed to be missing much of
the sting processing capabilities of perl. A year and a half ago, I had
used perl 4 years prior (i.e. my last Perl was 5 1/2-6 years ago), and that
was the functionality I was comparing PHP to. Perl has come a long way in 6
years.
As far as web page building. You can use can use Mod_perl (the perl module
for apache), this allows very fast dynamic page generation (via perl). You
can use Emb-perl, Mason, ASP (and others) for all types of web page
tempting, embedding perl in HTML (like PHP), embedding HTML within perl.
Additionally, there are lots of perl modules for working with web stuff,
like parsing HTML, XML, building robots...
I'd say learn perl
