FreeSWAN is pretty much dead, from what I hear. There is a fork of it that is still developed (OpenSWAN?) I suggest you try Kernel 2.6 and it's KAME ipsec stuff. From what I heard it's more flexible, and it's been around in BSDs for a bit, so it attained a certain level of maturity.
