HandBrake for Mac (yeah yeah) has a pre-set config for iPhone/iPod 
Touch. Here's what it says:

MP4 file
Codecs: H.264 video / AAC audio
Average bitrate: 960 kbps
Output resolution: 480x368
Audio: sample rate 48khz, bitrate 128 kbps
