The most recent copy of Linux Magazine has an article on laptops, and it
seems ACPI functions are what you're looking for.  To paraphrase the
article: APM doesn't provide the interface to power features such as CPU
throttling; what you need is ACPI, but since it's still young and still
being developed, you should go to the ACPI4Linux home page
