You have to built it yourself using a Debian/Sarge host system:
http://lxr.php.net/source/php-src/sapi/thttpd/README
Use --prefix=/usr/local/wrap, build and install on the host system, then
"tar zcvf wrap.tar.gz /usr/local/wrap" and untar it on the WRAP
