Hi Tom,

Any public version of nocatsplash (as well as voyage one) does not support user-level authentication. It only supports open captive portal. I know there are some private versions does support radius, but not in the public one. If you want user authentication, try nocatauth. There are authserv and gateway in voyage deb repository. In addition, you can try wifidog as well.
