From my playing around with 0.3rc3, the locale issues are fixed by
setting a locale, which may or may not require a new package be added.
Until this is done, the error occurs with anything that tries to make a
call to find the locale, and sees nothing set as default, which includes
apt-get of lots of packages, though not all. Might be this could be
overcome by setting a default in release, or else adding localization
setup to the install process (also may be good to add the related issues
tzconfig to this as well, though I'd hate for this to slow up the
release of 0.3 stable!).
