It worked with /etc/motd.tail.
I had deleted this file because I want to use /etc/motd only but this
doesn't seem to work.
This behaviour is "configured" in /etc/init.d/bootmisc.sh.
Now it works fine
FYI: This is a debian behaviour and was not changed by voyage!

BTW: Was the synchronization implemented of /rw/* files? If so where can
I get infos.
