When the CD is booting, you should be able to get a grub menu where you can edit the kernel line, this is where you want to put NOAPIC.
Having said that, not using the APIC is going to have serious performance issues, in my experience it just does not "feel" right. I would not put machines that need this hack into any kind of production role.
