There are a couple of ways to do it. You can manually put things into /etc/init.d/rc.local. For me the LEDs are controlled via /etc/init.d/voyage-util > 4. How can I do it safely? Not sure what service is listening on 1723. "lsof -i:1723" will tell you. Stopping dnsmasq will close ports 53 (DNS) and 68 (DHCP/BOOTP).
