Every distro tries it's best to provide the most commonly used modules in the kernel tree. To build *all* the modules (even as loadable) would make the kernel install bigger that what it is. Given VL is targeting small foot print installations, building all modules might not gel with the distro's objective. You can always take VL's kernel source tree and compile a custom image with your modules activated.
