It's more the latter.
However, and this situation is specific to V, is that I have
been changing so much in the code tree that it's not really
possible to make a snapshot and release an update to 2.95.
Another major internal rewrite was the transition of the network code
between 2.70 and 2.95 -- actually, I replaced about 30-40% of the source
back then, and it took quite some time. The situation is now pretty
similiar (more focussed on the HTML engine now, tied to the
implementation of Javascript)
I'm aware that the update situation with V2.95 is not satisfying at all,
and I absolutely plan to change this after the 3.0 release. This *is*
supposed to be a stable code base where I can more easily generate (small)
updates from -- similiar to how I can do with AmIRC and MD-2, for example.
I understand that it's not fun to wait several months for the adding
of <insert cool new PC marketroid invented feature which suddenly
every web site uses> just to get a minor bug in the parsing of
<HR> ironed out.

I explained why I'm very reluctant with release dates about 2 weeks
ago :)
