Use RTPatch. You can then configure the requesters with ReqTools Prefs.
Then again, I haven't tried ARQ under OS 3.5 - if RTPatch works then why not
ARQ? They do the same thing. Try moving the patch right to the end of the
startup-sequence, even after LoadWb.

It uses the Icons datatype. It sounds like you need to configure it:
"Makedir envarc:Datatypes"
then in a file called envarc:datatypes/icon.prefs put:
NOTSELECTED
NOTUNUSED
NOTTYPE
NOTDEFTOOL
NOTTOOLTYPE
NOTTOOLWINDOW
NOTSTACKSIZE
NOTDATE
NOTFLAGS
NOTSIZE
NOTCOMMENT
NOTFILENAME
