This is not a small thing. "text-align:justify" is part of Cascading
Style Sheets, which is a big thing. And a good justification routine is
not trivial to write, it needs user-set controls for preferred
word-spacing and letter-spacing to suit the font, and ideally kerning
tables too. (These are provided with good quality outline fonts).
The old Align tag has options of Left, Right, or Center, none of which
presents the problems of full justification. ALIGN=justify does exist
for table data, but according to my books neither of the major browsers
supports it. So Voyager is not alone.
